Nsama Town Council hosted a delegation from Ministry of Local Government & Rural Development and the Provincial Local Government Office (PLGO) to discuss the Zambia Devolution Support Program (ZDSP), with a focus on capital grant eligibility and procurement guidelines.
The visit was led by Mr. Alfred Nyambose, the Provincial Local Government Officer for the Northern Province, who emphasized the importance of local authorities understanding the framework and expectations of the ZDSP. The program, which is part of the government’s decentralization strategy, aims to strengthen local governance through financial support for capital projects aligned with local development priorities.
During the meeting, Mr. Nyambose guided council officials through the capital grant eligibility criteria, emphasizing transparency, accountability, and project readiness as key factors in accessing funds. He urged the council to ensure proper planning, documentation, and alignment of proposed projects with community needs.
“The Zambia Devolution Support Program is a key driver for strengthening service delivery at the grassroots level,” said Mr. Nyambose. “We want to ensure that Nsama Town Council is well positioned to benefit from capital grants by adhering to all required guidelines.”
In addition to grant eligibility, the PLGO team shared key information on procurement procedures to be followed under the program. These include proper procurement planning, adherence to procurement thresholds, and the importance of competitive and transparent bidding processes to avoid misuse of public resources.
Council officials expressed appreciation for the engagement, noting that the session helped clarify several technical aspects of the program. Nsama Town Council Secretary, Mr. Raphael Kamanga said the information shared will enhance the council’s ability to manage and implement projects effectively.
The Zambia Devolution Support Program, supported by cooperating partners, is part of the government’s broader decentralization policy aimed at empowering local authorities to deliver services more efficiently and inclusively.
The visit marked a proactive step in building local capacity and ensuring councils like Nsama are equipped with the knowledge and tools necessary to participate fully in national development efforts.
